Carey Shepherd

Carey is the Civil Rights Officer for Federal Highway Administration (FHWA) Florida and Puerto Rico Divisions. He provides oversight of and technical assistance to the Florida Department of Transportation (FDOT), Puerto Rico Highway Transportation Authority (PRHTA) and US Virgin Islands Department of Public Works in eight programs, including Disadvantaged Business Enterprise (DBE) and contract compliance.

Carey is a graduate of Florida State University and Mississippi College of Law. He has worked for FHWA since 2008 and has over twenty-five years of experience in Federal Civil Rights legal oversight, enforcement and litigation.
